Long-awaited Kroll report to be released tomorrow

Kroll Incorporated was hired by the city more than two years ago to look into what led to a $1.4 billion deficit in the employee pension fund. The report is needed so an accounting firm can issue its audit of the city's 2003 finances. Without the audit, San Diego can't borrow money to pay for overdue infrastructure upgrades.
