Brian Bilbray was sworn in as a congressman - again.

Bilbray brought his campaign message of immigration reform immediately to the House Floor.
Bilbray: "There was one issue and only one issue that allowed me to be elected; it was not my experience, it was not my hard work, it was not my intellect, it was the fact that the people in the fiftieth district wanted something done. They wanted a job and a message sent to Washington that now and here is the time to address illegal immigration."
He appealed to Democrats and Republicans to work together in solving the problem. Bilbray faces Democrat Francine Busby in November - in the race for the full two-year term. From Capitol Hill, Benjamin Shaw, KPBS news.
