Tom Fudge : Yesterday, San Diego City Councilman Scott Peters was re-elected, by members of the council, to a new term as council president. The City Council president is a position that was created when San Diego voters decided to adopt a strong mayor form of government. As leader of the council, Peters is the council's front man in the effort to solve the city’s many problems.
