San Diego Mayor Jerry Sanders’ proposal to outsource city services is getting a boost from an outside cheerleader. Stephen Goldsmith, former mayor of Indianapolis, is in town to help tout “managed competition” as the move that saved his city. He’ll be speaking at a forum arranged by the Performance Institute and coming to studio for a one-on-one interview with host Gloria Penner.
