Tom Fudge: Governor Arnold Schwarzenegger is struggling with party opposition in Sacramento. The strange thing is, it seems to be his own party, the GOP, that's standing in his way. The Governor's political shift to the left last year has rankled many state Republicans. And that seems to be the reason why the state budget is a month late.

Also, this week, the Secretary of State is expected to make a decision about the use, in California, of electronic voting machines. Are they secure enough, or could a computer hacker change your vote?
