Plans to Drop Bajagua Sewage Treatment Anger Congressman Filner

Tom Fudge: Earlier this week, a Congressional hearing turned into what some have called a shouting match. The argument erupted between Congressman Bob Filner and members of the International Boundary and Water Commission. The commission says the plan by a private company to build a sewage treatment plant in Tijuana is behind schedule and should be abandoned. Meanwhile, the Bush administration is offering money, not for a new plant, but for improvements to an existing one.

The proposed new plant, called the Bajagua sewage treatment plant, would be built by a San Marcos company. Eventually, taxpayers are expected to pick up the cost of it.

The problem of toxic Mexican sewage and runoff has been a big issue in San Diego for a long time. Is the new Bajagua plant the answer? Or is the commission right when they say it's time to seek a different solution?
