Grossmont secured a $275 million school facilities bond three years ago which was to pay for classroom upgrades at 11 of its campuses. But so far only one classroom is renovated, which some students were able to see today.

A citizens advisory board says the delay is linked to mismanagement. But district spokesman Bob Kiesling says soaring construction costs are largely to blame. He admits many projects are now on the chopping block.

Kiesling : People don't like the idea that they're not going to get what they thought they were going to get. And so they are alleging that it’s mismanagement causing the problem instead of inflation.

Even so, the district just hired a number of construction veterans to get the project on track. Officials say classrooms at seven of the district's oldest campuses will get upgrades this summer.
