A San Diego city charter review committee has recommended the number of city council districts be expanded from eight to 11. KPBS reporter Alison St John has more.

A problem with the strong mayor system adopted by the city of San Diego last year is that when the mayor was removed from the council, that left eight people: a recipe for tie votes.

John Davies, chair of the mayor's charter review committee, says the city council needs to have an odd number.

Davies : Well we talked about nine, we talked about 11, we talked about 13, we talked about 15, even at eleven the number of people represented by each councilperson is far greater than the number of people represented by each council person in 1962.

That's the last time the city council districts were redrawn.

The city council will consider the recommendation later this month. But redistricting may not happen till after the next census in 2010.
