Tom Fudge: Four years ago, the Cedar and Paradise fires destroyed about 2,600 homes. This year's fires took a smaller toll.

About 1,000 fewer homes were destroyed last week by the Harris, Rice and Witch Fires. But those people who lost their homes will see many challenges in rebuilding. To a large extent, they will be the same challenges seen after the 2003 inferno.
