Tom Fudge: Twice in the past five years San Diegans were asked to raise the hotel tax, and twice they refused to do it. So how did the San Diego City Council actually manage raise the levy on hoteliers just this past December? That's one of the questions reporter Amita Sharma sought to answer when she started looking into the city's action. Another question is how that extra money raised from hotels, is going to be spent. Because if you think this cash is going to pay for more cops and firefighters, you've got the wrong idea.
