San Diego County bought the former boarding school in 1999. The Academy became the nation's first residential school for foster youth when it opened in 2001. The campus sits just east of the Wild Animal Park. 136 foster teens live on site. County Supervisor Ron Roberts says the Academy is unique.

Roberts: The model here where the kids are part of a family, where the kids are basically getting the love and attention in a sincere way, this is a very powerful tool for changing lives for the better.

The $5 million expansion project is funded through private donations. The new cottages are expected to be completed early next year.
