The city of San Diego hopes to have a measure on the June ballot that would settle important questions about the balance of power at city hall. But speaking on KPBS's These Days, Mayor Sanders said that, in spite of months of negotiation, the city council and he have not reached agreement on the mayor's veto power.

Sanders wants the rules changed so six rather than five council votes would be needed to overturn his veto.

Sanders : And we gave up a lot in order to get that veto but at the last minute the council changed that to 2012, I still believe that we need a veto immediately, I mean a meaningful veto but if it doesn't come out until 2012 I don't know that I'll support it or not.

The city council is divided on the charter changes. But they hope to reach consensus on other issues, such as an independent internal auditor, in time to put a measure on the June ballot.
