Concerns Arise Over New Rules at the U.S.-Mexico Border

Tom Fudge: Starting tomorrow, it's not going to be enough to cross the U.S. border from Tijuana and tell the border guard, "Yea, I'm a citizen of the good old U.S. of A." Such oral declarations have been sufficient until now. But as of tomorrow, there are going to be some new rules for people over the age of 18. A lot of people who live and work along the border are concerned that the new rules are going to slow down the cross-border traffic, which already moves at a snail's pace.
