April Boling and Marti Emerald, the candidates vying to replace city councilman Jim Madaffer in District 7, faced off on KPBS radio’s "These Days" this morning. They took very different positions on outsourcing city jobs. KPBS reporter Alison St John has more.

April Boling, an accountant and a republican, says she would not raise taxes and she would focus on cutting waste at city hall

Boling : The waste is in the middle management, administrative, and that is exactly why you need to implement managed competition, and do it more efficiently.

Marti Emerald, a former TV consumer reporter and a democrat, says it’s not middle management that’s targeted for outsourcing,  it’s front line workers

Emerald : Our experience with outsourcing in San Diego has not been a good one. The clean up after last year’s fires,  the city outsourced that project, and now they’re being ripped off for a couple of million bucks and the city attorney is suing that contractor.

Emerald says there’s a lack of oversight of private contractors. 

She says the city’s struggling to provide services when it only gets back 17 cents on every dollar of property taxes sent to Sacramento .
