In fact, San Diego Association of Governments officials say 10-percent more people cross the San Ysidro border annually than use Los Angeles International Airport.

Officials say approximately 15-percent more people pass through Otay's Port of entry than San Diego's Lindbergh Field.

Elisa Arias who's an urban planner with Sandag says expanding border crossings, adding technology and improving public transportation would help combat the environmental consequences of the nearly 80-million people who cross every year.

"We should be able to process vehicles, pedestrians and also commercial vehicles faster reducing the border wait times and at the same time reducing idling which is one of the factors in greenhouse gas emissions."

Its not clear how much carbon dioxide vehicles emit at the border.
