A major new housing development near Ramona, called Montecito Ranch, comes before the County Board of Supervisors today. The project would put 417 homes on a 900-acre site just north of Ramona.

It’s a project that has been in the works for more than a decade.

Erik Gibson, director of the County’s Planning and Land Use Department, says the Supervisors’ rejection of another new development earlier this year is not an indication the County is blocking growth in unincorporated areas. That project, the Merriam Mountains development, would have built 2,000 new homes west of Interstate 15, north of Escondido.

Gibson says that, unlike Merriam Mountains, the Montecito project is consistent with the County’s General Plan Update that will absorb thousands of new homes needed for an expanding population.

“Our General Plan Update is a plan for growth,” Gibson said. “We take our proportionate share of the region’s population growth. This is an example of Montecito Ranch, where it is consistent with our General Plan Update.”

Gibson said the project expands an existing community rather than establishing a new urbanized area in the backcountry. It also lies within the boundaries of the County Water authority, and will include an eight-acre park and more than 500 acres of open space.
