Council member Donna Frye is pushing to make the water restrictions permanent. The city’s been operating under temporary conservation methods for about a year. The restrictions dictate when lawns can be watered, how cars can be washed, and which fountains can operate. Frye said these should be in place from now on.

"The fact of the matter is, we do live in a desert," Frye said. "And we do have a real need to emphasize the conservation measures here in the city of San Diego."

But the council committee considering the issue did not want to forward it to the full city council yet. Instead the committee will hear from people who might be most affected by the restrictions and consider the issue again in a month. San Diego’s water department says water usage has fallen nearly 12 percent compared to this time last year.
