THE INTRODUCTION OF A NEW GENERAL PLAN FOR LAND USE IS NOT THE TYPE OF ISSUE TO GET A PASSIONATE COMMUNITY RESPONSE BUT IT IS GET AGO GETTING A LOT OF ATTENTION BECAUSE IT WILL CHANGE HOW THE BACK COUNTY IS DEVELOPED. OUR SENIOR REPORTER IS HERE TO TELL US ABOUT IT. GOOD EVENING ALICAN, I HAVE TO AND YOU WHAT IS THE GENERAL PLAN? IT A SIGNIFICANT PLAN, IF YOU LIVE IN A HOUSE AND YOU KNEW THAT YOUR FAMILY WOULD GROW BY 40% IN THE FEAR NEAR FUTURE, THIS IS THE COUNTY SAYING WE KNOW WE ARE GOING TO GET ANOTHER 200,000 PEOPLE LIVEING IN THE UNINCORPORATEED AREAS, THAT'S THE AREAS NOT THE CITY, AND ONLY 500,000 PEOPLE LIVEING THERE NOW, SO ANOTHER WHO HUNDRED THOUSAND ARE GOING TO BE LIVE WILLING IN THE NEXT -- GOING TO BE LIVEING IN IN THE NEXT 40 YEARS. IT'S A REDESIGN ABOUT HOW TO GROW

WHAT SORT --WHAT SORT OF OPINIONS WERE GOING ON THERE

THE PEOPLE EFFECTED ARE THE PEOPLE EAST OF THE LINE THAT YOU SEE ON THE MAP. THE GRAY AREAS ARE THE INCORPORATEED AREAS, AND THEN ALL THE PURPLE AREAS ARE THE UNINCORPORATEED AREAS, SO THERE WERE PEOPLE THAT CAME WHO WERE VERY CONCERNED ABOUT THE WAY THAT IT WOULD EFFECT THEIR PROPERTY. THERE WERE PEOPLE THAT CAME WHO WERE VERY CONCERNED ABOUT HOW IT WOULD EFFECT THEIR QUALITY OF LIFE P THEY SAID THAT THEY HAD MOVED TO THE BACK COUNTRY FOR PEACE AND QUIET AND THE WAY THAT THE PLAN WAS EFFECTING GROWTH WAS GOING EFFECT THEIR LIVES. AND IF UPLOOK AT THE MAP YOU -- AND IF YOU LOOK AT THE MAP, THE BIG DIFFERENCE IS WATER. WATER IS GETTING SHORTER AND LESS, SO THE RED LINE DOWN THE MIDDLE IS THE COUNTY WATER AUTHORITY LINE AND THE PLAN MOVES A LOT OF THE FUTURE GROWTH AWAY FROM THE THE RURAL EASTERN AREAS AND WEST OF THE COUNTY LINE. 80% OF THE GROWTH WILL BE WEST OF THE RED LINE AND 20% WILL BE EAST AND THAT'S A BIG CHANGE FROM THE EXISTING PLAN. THAT WILL EFFECT FIRE SERVICES, BESIDES THE WATER, THAT HAS TO EFFECT A FEW THINGS AND TECHNICALLY FIRE PICKLY PICK PARTICULARLY THE FIRE, MANY FIRES START IN THE BACK COUNTRY AND THERE ARE NOT ENOUGH FIRE STATIONS OUT THERE TO PROVIDE A NETWORK. AND THAT IS WHY THEY WANT TO SEE GROWTH HAPPEN CLOSEER TO INFROM STRUCTURE. - -INFRASTRUCTURE P. NOT A LOT OF PEOPLE ARE AGAINST IT BOUGHT THERE ARE THOSE THAT FEEL LIKE THAT THE AMOUNT OF POTENTIAL DEVELOPMENT ON THEIR PROPERTY HAS BEEN REDUCED BECAUSE OF THE PLAN. I MET A MAN OUT IN CAMPO THAT LIVES ON BIG SPRINGS RANCH AND HE SAID THE NEW PLAN UPDATE MIGHT REDUCE THE VALUE OF HIS PROPERTY BY AS MUCH AS 50%.

AFTER 13 YEARS AND $15 MILLION THE COUNTY HAS COME FORWARD WITH A PLAN THAT IS BASICALLY THE SAME TIRED OLD DOWN ZONING SCHEME THAT HAS BEEN PUT BEFORE THE VOTEERS TWICE IN 1998 AND 2004 IN PROPS B AND PROPS A AND IT WAS BEAT BOTH TIMES, THE VOTERS RECOGNIZED THAT THIS MINIMUM LOT SIZE VIOLATE REPORT RIGHTS PROPERTY RIGHTS AND BOARDERS ON GOVERNMENT SEIZEER OF PROPERTY.

WHAT WAS THE FEEDBACK THAT WAS SUPERVISORS WERE GETTING?

MORE THAN HALF OF THE PEOPLE THAT WERE OPPOSED TO THE PLAN. THERE WERE TWO REASONS WHY THEY WERE AGAINST IT, ONE THEY FELT THE PROPERTY VALUES WOULD GO DOWN AND THE OTHER GROUP WAS THE PEOPLE THAT FELT LIKE THEY MOVED THERE TO LIVE IN A QUIET REQUIREMENT AND THE PLAN WAS TOI NG TO TO GOING TO PUT MORE PEOPLE IN THEIR AREAS. WHERE GROWTH WILL BE MORE THAN THEY HAD EXPECTED SO BOTH SIDES OF THE THE ISSUE HAD PROBLEMS WITH THIS PLAN.

WILL THE SUPERVISORS MAKE A DECISION THIS WEEK?
