When Standard & Poor's downgraded the United State's credit rating, it said that the "effectiveness, stability and predictability of American policymaking and political institutions have weakened." In other words, S&P was down on Washington's dysfunction, distrust and gridlock.

Officer Jeremy Henwood, 36, a four-year veteran, died early Sunday morning. It is the second time a San Diego police officer has been shot while on-duty in the last 10 months.
