As 2011 comes to a close, we begin a look back at the issues and trends that arose during the year. For San Diego's military, the big story was the end of the War in Iraq and the Marines returning home to uncertainty.

San Diego's economy sputtered along with minimal improvement in employment and stagnating housing prices. We ask if 2012 will be better.

And in 2011, health insurance costs rose by 9%, and California remained among the nation's most-uninsured states. What changes will the new federal healthcare law bring in 2012?

The problems will really come to light when we learn how much we owe the military for their health needs.
