The initiative process is democracy in action, but is it jamming up San Diego and its courts?
It seems every time you turn around another signature gathering campaign is underway. Most recently a petition drive to put a measure on the ballot that would require voter approval of cost overruns for the proposed Convention Center expansion.
We take a look at the initiative process and how it's playing out in San Diego.
