Monday is the last day to register to vote for the Feb. 23 special election in Carlsbad, where residents will decide whether to approve construction of a shopping and dining center on the shore of the Agua Hedionda Lagoon.

County Registrar of Voters Michael Vu said Carlsbad residents can register online in multiple languages at registertovote.ca.gov by midnight, mail a form to his office if postmarked by 5 p.m., or deliver a form directly to his Kearny Mesa office at 5600 Overland Ave. by 5 p.m.

The development was approved last year by the Carlsbad City Council, but opponents concerned about the size of the buildings and added traffic congestion collected enough petition signatures to force a public vote.

The plan by developer Caruso Affiliated would take up around 15 percent of the 203-acre property, with the rest set aside for open space. The family- owned strawberry field would be allowed to continue operating, according to the plan.

Vu said around 40,000 mail ballots for Measure A were sent out near the end of last month.

Carlsbad residents who aren't registered, have moved or changed their names will have to register for the election, he said. For those without computer access, forms are available at the registrar's office, post offices, public libraries, city clerk offices and Department of Motor Vehicles offices.
