Let's start with sentence reform.

this is where we NEED to start to effectively start reforming the system!! Then we need to focus on CDCr admin and how they manage or mismanage the funds allotted to them- and third, CDCr payroll must be a factor in reform!!

Soaring Costs For California's Failing Prison System

aT 60-70 Yrs old plus- do we really think that these Lifers are going to re-commit crimes? While the crimes are terrible, most committed these crimes over 30 years ago...what about second chances? The sick & elderly -LIFERS are the statistic ( HUMANS) that prove to be be of no danger to anyone, and yet we continue to punish at a GREAT cost to the taxpayers....when oh when will CA EVER get "Smart On Crime"??? We need to start releasing these Lifers...Ms. Salerno, how do YOU know they havent been rehabilitated? There are studies to refute your claims!!
