Desalination is very expensive, due to energy costs. They do it extensively in the Middle East, because energy is very cheap there. We should also keep in mind that the majority of water that we import comes from the Colorado River, where over 80 municipalities discharge their treated wastewater.
And regarding greywater - that can only be done on a very small scale, because we don't have segregated sewer lines.
