The number mentioned in this article, 13 feet, is similar to the tidal surge, based on minimum low tide. Storm surge is the difference between the water level and the appropriate current astronomical tide which was 9.41 feet at Battery Park at 9:24 PM ET according to the Urban Ocean Observatory at Davidson Laboratory.
