The experimental model of allowing dispensaries to open and operate has proven to be a dismal failure. Illegal sales, accessibility to minors, abuse, money laundering, increased crime, bogus medical marijuana cards issued by doctors on suspended licenses, and the numerous legal battles that ensued from all of the above have proven that the country cannot yet handle this issue responsibly. The infighting between those that want pot legal and those who only want it medically has contributed to it's downfall as well.
