Actualy Cape Horn is quite a dangerous place to sail, hence the building of the Panama Canal, most shipping avoid it at all cost. The route around the Cape of Good Hope is fairly common for ships that cannot fit through the Panama Canal, or would be of a politicaly sensitive nature, such as this. The other factor is that it may be making a shakedown cruise or making other "goodwill" stops along the way; the Phililpines, Taiwan. I believe that the Naval base at Diego Garcia is still in operation, and perhaps they are stopping there.
There is a chance, however small, that the reporter is correct.
