San Diego Unified School District Considering 900 Layoffs To Balance Budget

The teachers union has to make concessions and reforms. 5 furlough days is not enough. Quality is the main concern. We have continously spent more on the adults in the system, without regard to their effect on the students. We need to use an evaluation system like IMPACT set up in Washington D.C by Michelle Rhee. I want qualified teachers who are responsible and accountable to teach our children. Principals hands are tied because they are not empowered to choose the teachers at their schools. They have no way to reduce their budgets besides eliminating a position because they do not have any direct way to reduce salaries. Tenure has created a haven for poor quality teachers. Throwing more and more money at the adults without regard to their effect on the students is bad management. SDUSD has increased their budgets triple fold, yet the enrollment has been stagnant for decades. Stop blaming wall street for your failure to create a quality system.

Program Aims To Keep Seniors Safely Behind The Wheel

In my opinion, seniors starting at the age of 65 should be required to take a physical driving test each time their drivers license is to be renewed. The reasoning behind the age of 65, is that this is the age that most people retire. They will have the time to take the test, and also, if they don't pass the test, they aren't left out on a limb trying to get to work.
In many instances, seniors are VERY reluctant to give up driving. Their family doesn't feel like they can "turn in" their parent. Their response times are slow, and they get very distracted having to make quick decisions as well as the physical demands of driving. Also, physicians have their hands full with all other types of medical issues. We shouldn't be taking up their time with this.
If someone over 65 wants to continue to drive, they need to pass the driving test. If they don't pass-they can appeal or go to a doctor then. Take physical therapy whatever. If they can rehabilitate, they can take the test again.
I will be more than happy to do this starting when I'm 65. If I am unable to keep up with the physical and mental challenge of driving, I should be not be driving.

San Diego Sales Tax Proposal Still Alive

We had a sales tax increase 2 years ago of 1 cents to 8.75 per dollar. It can be more in different municipalities. That increase didn't produce the revenue anticipated because raising taxes does NOT create incentives for consumers to purchase. Raising taxes is a disincentive to produce. This sales tax increase is a band-aid approach to a chronic problem that will not go away until the council makes some very tough decisions to reform the budget. This will not be easy, with all the union pressure to hold the status quo with pensions, healthcare benefits and salaries. California needs to reassess their pension actuaries because people are living longer and need more healthcare as well as being responsible for losses in investments. The budget is unsustainable in its current form.
