SOHO and Jacobs have two important things in common: each desires to remove vehicular traffic from both of the important park plazas to make these spaces more pedestrian friendly. Both have indicated an interest in closing the Cabrillo Bridge to vehicular traffic. That is a great starting point. If we can agree to close the Bridge, there would be no need for the access ramp off the Cabrillo Bridge. Frankly, I do not believe that San Diego residents would be opposed to closing the bridge to vehicles as long as there were a tram or shuttle system in place for those who cannot walk the distance from Balboa Drive loop. I do not believe that through- traffic for private vehicles is necessary connecting the east (Park Blvd) and west (6th Avenue) through the Park.
I am not opposed to the underground structure behind the organ pav as long as it is only accessed only from Park Boulevard. It clearly must include green space at street level that would enhance the the Plaza overall. There is excellent freeway access for drivers from both Sixth and Park.
It would be a real legacy, if this project could really change the face of SD and encourage the use of public transportation include street cars along Park Blvd.
