Actually, I've always understood that there are 17 federally-recognized Tribes in San Diego County and 18 reservations. The reason there's a difference is that Viejas and Barona have their own individual reservations AND they share "ownership" of the Capitan Grande Reservation (which is, by the way, the largest in SD County, at 16,000 acres).
