People have been mixing alcohol with caffeine drinks such as Mountain Dew or Red Bull for years. I can see why these drinks that combine such large amounts of alcohol and caffeine might be dangerous enough to ban, but I think it's important to note that people (especially young people) will not likely stop mixing alcohol and caffeine if they want to stay alert and party longer. You can't legislate recklessness away. The desire to inebriate isn't likely to just vanish with Four Loko.
