Education is a basic right, like voting or free speech. The US should be a nation where everyone reads well, knows math, and can see through propaganda.
China's schools have huge problems: class sizes of 50+, obsessive teaching to the test, millions of teachers with only a middle school education. Ironically, China looks to US as a model of innovation and opportunity. A few elite Chinese schools are excellent. But regular schools are so under-funded that parents pay the local equivalent of US prep school tuition just to get their kids thru public grade school. In the US, de-funding public schools & over-testing is dragging us to mediocrity. (I'm a professor of Chinese studies, lived in China for many years.)
