Well, I was skeptical of the article when it made it a point that District 1 was getting the most attention. However, there seems to be a set pattern and it repeats. There is no preferential treatment. All districts are visited equal amounts of time and in a repetitive fashion. The article is mistaken in saying District 9 only has 6 visits, it too has 7 by June 30th. The only reason District 1 has 8, is because that's the first day of a new cycle. They will have all been visited 8 times by July 8th.
