This rule seems like it was created without much thought about how it would affect residents in the redrawn areas, or much thought at all for that matter. The fact that folks who live in the new district areas are not able to participate in the election of their representative is ludicrous. Why was this rule even created? Redrawing a district should not disenfranchise voters.
