The reason for the slush fund of $4 billion being there of your tax dollars is because Sanders was hording it to give to the Spanos family for a new stadium so they wouldn't have to pay themselves. Now that he can't get that off the ground in time, he is willing to squander it on anything except paying down the state's dept in order to avoid lay-offs and elimination of city state services.
