I would think the guanno makes a great fertilizer. Give it away two scoops at a time to anyone who shows up with a strudy bag. Have a "Guanno giveaway" day or weekend and keep having them until nature takes care of it.
That's one of my favorite places on earth, the La Jolla Cove. It needs to be clean. I'm surprised the city has let it go for so long.
