The segment discussed a new pricing tier that would benefit those that conserve water. I believe the last rate hikes were blamed by the water utility on the conservation of water. That is, because San Diego conserved so much water the provider raised the rates for San Diego because they lost revenue from San Diego. Whereas cities that did not have conservation rules in place saw no increase in their water rates for the same period. Maybe there should be further investigation into this issue following the entire revenue chain?
