The true inequity is proposition 13 which has created heavy tax burdens for a disproportionate number of newer home owners. The discussion should focus on a repeal or re-write of Prop 13, not on redirecting dollars from districts that already pay a disproportionately high share of taxes.
Public services such as police, fire, schools, roads, are not getting cheaper or remaining flat each year; why should taxes remain so?
A minimimum amount needs to be sent to each school, which is what I believe the state is ensuring takes place now. Placing an upper cap on the per student tax dollars allocated per schools might be another solution, so a range is allowed and excess dollars above the range go back into the pot to be spread about? Forcing each school to have the same minimum while not reworking our current tax laws is patently unfair.
