Our economic success as a civilization has been predicated on access to cheap energy in the form of fossil fuel. In the UK gasoline recently reached $9 a gallon and I haven't seen any shift in R&D to find a cheaper alternative as a result.
My own observation of human nature is that we do not change our behavior until there's no other option but to, despite the fact that by doing something sooner we would have to endure much less pain. It makes sense for a politician to postpone making hard choices until they are no longer in office and it's now someone else's problem.
My other observation is that as a species, when we have to adapt, we are good at it.
