During the LA Olympics they staggered the start times for the largest employers in the city. Anywhere between 7:30 and 9am. I believe they started at various half hour increments.
The traffic was never better. Why they didn't keep it up is beyond me.
But what they did was address the reason for the majority of gridlock - people trying to get to the same place on the same route at the same time.
Perhaps we should look at the cause of the problem instead of just the manifestation of the problem.
