Donna Frye Discusses Sales Tax/Reform Proposal

Since the council is unable to understand simple arithmetic, they have ignored a tax that can raise as much as the sales tax and impact very few people.
it is the Property Transfer Tax,where we charge sellers of real estate 55 cents per $1000 of sales price. According to the Independent Budget Analyst (IBA), the City collected $5 million last year.
By comparison, Oakland charges $15 per $1000 (IBA report). if we charged the same rate as Oakland ,we would collect $135 million,which is more than forecast for the sales tax.

Where Will Homeless Go When Winter Shelter Closes?

Retired Navy ships,Mothball fleet, can provide thousands of permanent beds for the homeless.Eliminates need for annual winter shelter-eliminates NIMBY.
Probably requires an act of Congress. Can you talk to Filner, Davis, Bilbray about this /

City Council Rejects Plan for Homeless Shelter

In Honolulu, they are negotiating with the Navy to use a mothballed Navy ship as a permanent shelter for the homeless.
The ship is the USS Acadia, a destroyer tender.
Why don't we try this since there are many mothballed Navy ships on the California coast..
Solves the NIMBY objection.
