To clarify, the warning is issued by the state department whereas the ban is issued by the Cal State Chancellor. In other words, the US Gov. is saying "be careful there," while the school system says "don't go there."
>> Could you imagine what would happen if a student was kidnapped or killed there on an official program? SDSU would be sued into bankruptcy!
As a requisite to participate in any bi-national programs students are required to purchase travel insurance and sign waivers, thereby giving the school immunity to legal action.
