I hope the $4 billion the City Council is going to look at includes money to fix potholes and water mains and fund fire and police services. Fluffy window dressing like a Chargers Stadium or a new City Hall or the perpetual expansion of the Convention Center should not even be on the agenda.
Who cares? Seriously. Is this even a news story? Was there any real crime in San Diego? Not vending some freaking weed, and I mean that literally. A weed. An invented crime to keep revenue agents off the street back in the 30s. I'd view this more as a public service than as any kind of real crime.
Maybe in China -- when I worked @ a couple of biotechs, the number of Chinese and Russian PhDs and lab rats was remarkable. Biotechs hire overseas workers and pay them dirt-cheap wages. Why would any US student go into science when they can't find employment since companies hire foreign workers? Unless you're talking about the two or three top scientists in a company.
This is definitely crap -- how is the home owner supposed to think to take out "psycho bomb-maker tenant" insurance? Pay the guy what his house was worth. It's not his fault. Take the money out of whatever budget keeps paying for those "studies" at $300K per on a new stadium, City Hall, et cetera... pay up since you burned this guy's house down. There ought to be a COMMON SENSE FAIR PLAY clause in the City charter...
New Pedestrian Bridge Downtown

Port Moving Forward With Embarcadero Plan
San Diego is not and will never be San Francisco. This project sounds like yet another expensive waste of funds.
