This is KPBS Midday Edition . I am Maureen Cavanaugh. It is Friday, August 25. The top story on midday addition, the White House finalizes plans on barge are -- barring transgender individuals, they are considering a bill to require rights training. It is the first law in nation to require businesses to offer training about gender identity, expression and sexual orientation. Tony Adkins is in town to talk about the transgender work opportunity act and other bills, making a final push in the last weeks of the legislative season. Senator Akin's, thank you for joining us.Good morning. It is good to be here.You are promoting this rights bill at the same time directives barring transgender military personnel is about to be issued by the Trump administration. Is this a response to what is happening in Washington?No. I think this has been in the works for quite some time. California is on the leading edge or the equality for all people. This bill builds off of a bill I did several years which defines gender as including gender expression and gender identity. This takes it the next step. Ricardo is here in San Diego to talk about his bill which would require training. You know, it makes sense. The law supports equality for all, including the transgender community in California. We need to make sure employers know what the law is and employees understand their rights. This takes it a step further. We are marching in this direction or sometime. I would not say it is a reaction. It is desperately needed now more than ever.What would SP 396 require businesses to do ?All businesses in the course of human resources require some training for staff and managers on all laws in California and federally. This would say there needs to be training for businesses that have 50 employees or more. They have to include training about rights that extend -- extend to the transgender community. It is inclusive of what we already do related to gender with women and ethnicity and the transgender community. It is one step further to make sure that training is in place.Are you confident that this bill will be signed by the governor?If there is any indication of the legislation that the governor has signed before related to equality for all, I am optimistic that yes, he will. This is about employers understanding and being able to follow the law so they do not get crossed. I do not think it is intentional on the part of employers but were might be, we need to send a message that all people are included under the civil rights nondiscrimination workplace legislation.I understand you are out in San Diego preparing to introduce a press conference this bill. If you have a moment or longer, I would like to ask you about a couple of other bills in Sacramento. The Senate bill number 2, there is a trio that is called the affordable housing package. You and -- introduced it. It generates money from low income cousin. There is Senate Bill 3 that has proposed a bond for low income housing. Both of those need a two thirds majority vote in the assembly. Do you have the votes?You know, we are working on the votes. I think we are a few boards -- votes short. We have three weeks left. The nature of this time year, we are busy and working hard to get the necessary votes for our bills. I am optimistic. You know, we have been working on this bill and a permanent source of funding and it will affect the most horrible people. I am optimistic. We are making a case in working with the governor office to make sure we are doing as much as we can to get the money back home in the communities to do the most good.I want to ask you also about the health insurance bill that you introduced and it was passed in the Senate. It was not allowed to come for a vote in the assembly. Anthony is the subject of a recall because he prevented that boat. Do you support the recall effort?No. I think that there is a dialogue to be had. I support and am a principal co-author of single payer and 562. This is a legislative process. You so this week that he stepped forward to put together a select committee to have a dialogue that he says needs to happen. I support that. Anything that keeps the discussion alive to figure out how to do a system that provides healthcare for all, I support. I do not support recalls based on one action of one vote.People elect representatives to go do the serious work. If everyone of us has to be afraid to engage in a dialogue that is not easy and is complex, if we have to worry about facing a recall for every vote you take, you are shutting down government. I do not support it but I am happy to see the step that he took this week because this is what we want.I have been speaking with Tony Akin and Senator Akin's, thank you.It is always good to talk with you.
