Tuesday is the last day that citizens planning to vote in next week's special election in Carlsbad can request a mail ballot from the county Registrar of Voters.

Requests have to be received by the Registrar of Voters Office by 5 p.m. A letter postmarked by then won't suffice, according to state law. Permanent mail voters in Carlsbad don't need to reapply.

The Feb. 23 election will decide the fate of a dining and retail development proposed on the shore of the Agua Hedionda Lagoon. Developer Caruso Affiliated promises to maintain 85 percent of the 203-acre property as open space.

The City Council approved the project last year but opponents, citing buildings they think are too large and the threat of increased traffic congestion, collected enough petition signatures to force a public vote.

Registered voters who want a mail ballot can fill out an application on the back of the sample ballot and voter information pamphlet, or download an application from the registrar's website at sdvote.com.

Requests can also be sent by email to rovmail@sdcounty.ca.gov, or faxed to (858) 694-2955. Your name, registered address, name and date of the election, the address where the ballot is to be mailed and your signature must be included.

The Registrar of Voters is now accepting mail ballot requests over the phone at (858) 565-5800.

Registrar of Voters Michael Vu asked voters who receive the ballots to make their choice and return it quickly, via mail or by dropping it off at Hoehn Honda, 5454 Paseo Del Norte, or the Registrar's Office at 5600 Overland Ave.
