Study: Low-Skilled Workers Failed by Free Trade

A study by one of the world's top economic institutes finds that free trade may be hurting low-skilled workers. The Paris-based Organization for Economic Cooperation and Development says the rising tide of globalization hasn't lifted all boats — as was hoped for.

And to avoid a public backlash, the report says, governments should better distribute the benefits of economic growth.
