Automakers would be required to meet an average of 35 miles per gallon for cars and light trucks by 2020. If the legislation passes, it would be the first increase by Congress in car fuel efficiency in 32 years. Democrats are expected to abandon tax increase attempts in an effort to avoid a veto.
