County environmental health spokesman Clay Clifton says measurements taken at the mouth of the Tijuana River indicate the water is safe for recreational use.

The beaches were closed after tests showed high levels of bacteria following a Nov. 30 rainstorm. Bacteria levels exceeded state standards until Wednesday, and San Diego authorities removed warning signs.
