San Diego County Supervisors have given the go-ahead to Father Joe Carroll to build a Childrens’ Village near Campo in rural East County. KPBS reporter Alison St John has more.

The $40 million project is designed to house 200 homeless and foster children.

Father Joe Carroll says the idea is based on the Boys and Girls Town in Nebraska. He says he has be has been working for seven years to find a place to get troubled youth out of the city and into the country.

Carroll : It’s important for kids to get out of the environment where they've had the problems, there's access to drugs to gangs. You need to get them away from that and if you look at any of these type programs they’re all built away from the cities.

Some backcountry residents argued the project will destroy the harmony and solitude of their small community.

Supervisor Bill Horn reportedly wept as he cast the deciding vote in favor of the project, saying he felt he had to do the right thing.
