Nearly 4% of California adults have a lifelong gambling problem. California's study of problem gambling was apparently completed months ago, but was made public just this week.  
Also, the ACLU's suit against Immigration officials and the private operator of a border prison, alleging inhumane conditions,  may have caused some prisoners to be moved.

The Coastal Commission has told developer Doug Manchester his application for a permit to build on the bayfront  Navy Broadway site is inadequate

And the City of San Diego started looking in its own real estate portfolio to find land for affordable housing.
